Sorry for the late reply.

Looking at the documentation of [DrawCircle()](https://mapwindow.org/documentation/mapwingis4.9/group __map__ drawing__layers.html#gaaae8502852013c5ace725f80f9a878b3) the circle is drawn at the last drawing layer.
When creating this [NewDrawing()](https://mapwindow.org/documentation/mapwingis4.9/group __map__ drawing__layers.html#gac2886eb1c9466d70b7c3f9cceb5c9d8c) you can set if you want this layer to be spatial or screen reference.
[Screen referenced](https://mapwindow.org/documentation/mapwingis4.9/_enumerations_8cs.html#aff6b4a6a8a533653a15768175af398d2a5329db9d25ab780d2ec0dfcee9ddb6be) means `The objects of the drawing layer are specified in screen coordinates and are not moved after the changes of the extents`

Is this what you were looking for?
